Abstract:
In disaster resilience and risk management, preparation for future events is often based on assessments of past events.

This paper delves into the critical role of hindcast modeling in disaster resilience and risk management, using two leading tools: Coastal Emergency Risk Assessment (CERA) and Streamline Technologies' StormWise.

These models help analyze past hurricanes to enhance future preparedness. CERA is renowned for large-scale storm surge predictions, while StormWise specializes in local, high-resolution hydrologic and hydraulic modeling. By examining two hurricanes that impacted Cedar Key, FL—Idalia (2023) and Debby (2024) - this paper compares how each tool simulates storm surge and flooding.
